Attorney Phillip Cohn breaks down his representation in special education matters into the following three stages:

Stage One.  This stage consists of conducting a consultation with the parents and, if appropriate, child to understand the unique needs of the child; submitting a complete school records request, performing a comprehensive file review; developing a detailed strategy to ensure the school district is following the law and meeting the appropriate educational needs of the child; and advocating for the child at Planning and Placement Team (PPT) meetings. 

Stage Two.  This stage consists of legal representation at resolution proceedings.  Resolution proceedings typically begin as informal negotiations with the appropriate school district decision makers.  In the event that these informal negotiations are not successful in generating an acceptable outcome, the case will proceed to formal resolution proceedings, including Mediation and/or Due Process.

Stage Three.  This stage  consists of representation at an administrative due process hearing and other forms of litigation in State or Federal Court, if necessary.
